Shin splints

It seems like no matter what I do, I can't seem to avoid shin splints from running. I only run about 3 miles 3 times a week. How can I go about a correct assessment of the cause and remedy?

I would seek the advice of a podiatrist and have yourself fully assessed.
From a personal point of view, I'm of the belief that modern running shoes do nothing to help with how we run as a species and cause more harm than good. The only time I've not struggled with shin splints was last summer when the weather was dry enough for me to wear my Vibram 5 Fingers constantly as this let my body revert to its natural movement.
